Cal Hampton is a friend of Jason's who, in Rockstar's description, feels safest hanging at home, snooping on Coast Guard communications with a few beers and some private browser tabs open.

He is the game's designated conspiracy theorist. His stated hobbies include being suspicious of flocks of birds flying in formation. In a game whose satire targets modern internet culture, Cal is clearly the vehicle for a lot of it.

The Coast Guard scanner detail is worth noting for a practical reason: it is exactly the kind of setup that pays off as a mission-giving mechanic in a state defined by its coastline and smuggling routes.
