Brian Heder
Old-school smuggler living in the Keys with a much younger wife and a boat that raises questions.
Brian Heder is part of the confirmed supporting cast operating out of the Leonida Keys, an older-generation smuggler whose life is built around boats, cargo and not asking questions.
He anchors the Keys storyline that Jason is already tangled up in at the start of the game, connecting the archipelago's smuggling economy to the wider Leonida map.
What we still do not know
